My answer (to my question) is "ONE".
that's it. One step towards the victim.
Because for each forward step the monster takes the victim will often retreat three steps which is not a co-ordinated, well-done physical act for a great many people.
People falling down can lead to a great number of various injurys and if they fall on top of another person or prop or God fobid a picket fence!!!
I learned this escaping injuring a customer many years ago when I was watching my helper scare a group of women (Who had been drinking some)
He stood , backlit in the doorway as they entered the room one at a time, he had on a cape and a werewolf full-head mask.
After they sort of re-grouped and were all across that room just looking at him, he took about three quick steps toward them! They tried to retreat about nine steps which had them falling over their own (drunken?) feet and I saw one woman with feet entangled falling very helplessly toward the 1890 glass kitchen cabinent door with her elbow pointy and out!
Her girlfriend caught her at the last split-second, she hit... nothing.
The results of taking three steps when one would have sufficed might have been very serious, very easily.
A "Monster" advancing to within arm's lengh of a victim can also become punched in the nose much easier too! (Or kicked, slapped, elbowed, poked in the eye, sprayed with mace....)
