As long as you have a detailed copy of the image...and the creator doesn't mind...you simply bring it into your own graphic program and draw on top.
Say for example...I post this image.
The original for printing should be much higher resolution. Here's a higher resolution (4Mb) image I would use for printing.

If you have (and learn) a good graphic program like PhotoShop, you can create different layered versions until you get what you want. Here are examples of alternate versions of the same image...
one in gold...

If the intent is to allow others use of the image...it's nice to keep things generic.
Note - with my image, I have created it so in such a way, that sections of it can be printed to create a book the thickness of an manilla folder...or up to one inch thick. [apologies for the long winded post]
