That just means he is not a spammer and that he (sorta) is selling product and not stealing bank/credit card information.

Open a dispute with Paypal to get some of your funds back.

This is why I suggest to ALWAYS pay with credit card EVEN with Paypal. If Paypal can't/wont help you, your credit card company will.

Also, do not accept delays. If they don't have the product in stock, request to cancel and get a credit. He should not be charging you unless he ships the merchandise. Dishonest merchants prey on the good understanding hearts of buyers (they call us suckers).

Most banks have to wait 30 days from the time the merchant promises a credit before they can get involved. If he doesn't respond, good, dispute it. The burden of proof is always on the merchant to show the goods have been received (hence if you sell something, make sure to send it through a traceable means and insured). ALWAYS DOCUMENT YOUR CONVERSATION! Who, what, where, when, why, and how are important in this.

The longer you wait, the less likely you get your stuff or your money back.
