I agree that the costumes in the stores are cheesy, ill fitting and poorly made. Those who have the time, talent and bucks will probably want to make their own version of a costume--some very elaborate and some more subtle. But I think that if one buys a costume off the rack in the store and puts it on and feels transformed into someone/thing they are not the other 364 days a year thats great too!
I like to see teenage TOTs come in costume, but if they are just wearing their street clothes and holding out their hands for candy, that's ok with me too. As long as they are respectful of me and my property, all are welcome to receive treats. I suspect that many of the teens are just out prowling around and happen onto my street when they notice from the corner that there are a couple decorated houses on this block.
