The answer would be yes & no.
You should plan for things that can be used every year, for example: strobe lights, fogger, black lights. Keep these things in mind when doing your planning & budget. If the budget is very tight, then stick to it... don't over spend. Things can be made for cheaper than store bought. If you spread prop building out over the year, then it will also help too.
