I'm sure they'd be willing to tell you if Halloween is big in your neighborhood. But even if my new neighbor told me that my neighborhood wasn't really into Halloween, I'd still do my haunt. that house who starts it for the whole block and attracts lots of kids!
Now, I don't know your age, so if you live in a retirement or gated community, that might not be very popular. Considering your house is two floors, I'm guessing it's not a retirement community.
